Statement of Strategic Direction – July 2013

Message from the Chair

On June 19, 2013, Bill C-42, Enhancing Royal Canadian Mounted Police Accountability Act, received royal assent almost one year from the date that it was tabled in the House of Commons by the Honorable Vic Toews, Minister of Public Safety. 

The passage of this legislation brings to a close 25 years of service the Commission for Public Complaints Against the RCMP has provided to Canadians.

More importantly, it marks the beginning of a new era of police review with the creation of the Civilian Review and Complaints Commission (CRCC), with an expanded mandate and new responsibilities.

The mandate of the new CRCC will include the existing complaint intake, investigation and review functions, as well as new authorities to work jointly with other law enforcement review bodies, conduct reviews of specified RCMP activities, undertake research, conduct outreach efforts, and provide independent observation of investigations of serious incidents involving RCMP members.

In addition, the Bill enhances the CRCC's ability to access information—clearly setting out the CRCC's right to determine what information is relevant to an investigation or review and its ability to summon witnesses, compel oral statements, and examine records, all without having to call a public hearing.

One of the key elements of the new legislation is the requirement of enhanced reporting to provinces which contract for RCMP services. The CRCC will provide a more integrated review service given the importance of the RCMP's contract policing role throughout the country.

This is a milestone moment in the history of police review in Canada. With the legislative process complete and the funding structures approved, preparations have begun to launch the new CRCC on its course for the next 25 years. This document outlines the strategic direction for this year as we transition to the new entity and plan its future.

Strategic Direction

As illustrated in the graphic below, the CRCC is guided by the Government of Canada's priorities and by the mandate set out in Bill C-42. During this transition year, efforts will be focused on establishing the new CRCC and implementing programs which will contribute to increased transparency and public accountability of the RCMP and enhance the accountability of the RCMP to provincial governments.

Strategic Priorities

Over the next year, as the Commission transitions into the new entity and assumes its new responsibilities, it has set the following priorities:

  1. Maintain an efficient and effective complaint and review function
  2. Ensure that the new CRCC has the capacity to deliver new functions as outlined in Bill C-42, such as:
    • conduct reviews of specified RCMP activities
    • provide enhanced reporting to provinces which contract for RCMP services
    • conduct research and outreach
  3. Manage the corporate transition to a new organization
  4. Develop a long-term strategic plan

The Way Forward

The Commission expects that it will further expand on its plans and priorities as it assumes its responsibilities and will report on same in its 2014–2015 Report on Plans and Priorities which will be tabled in Parliament sometime in March 2014.
